At the national level state constitutions are often the most important human rights documents. Especially many newer constitutions, drafted after 1989, include detailed catalogues of human rights. Human rights should also be protected by the national legislation, which should be in compliance with the international human rights conventions the state has ratified. 

Thereto human rights are protected by well-functioning, non-corrupt courts, democratically elected political representatives, and a vibrant civil society. Moreover, the UN system recommends the establishment of an independent national monitoring institution i.e. an Ombudsman or a National Human Rights Institution.
